Phelps, which was founded before the Civil War, is another in the line of deteriorating towns along this portion of Hwy 96. At one time, it had an array of restaurants, cafe's, service stations and lodging.
Today, there are several abandoned buildings, including an abandoned church. There are a few surviving businesses including a boot shop.
